Pathways2Resilience Second Call for Regions and Communities

 

Pathways2Resilience aims to support at least 100 European regions and communities in developing transformational adaptation pathways by 2030. The project provides technical, strategic, and financial assistance to help local and regional authorities co-create and implement climate resilience strategies and investment plans.

Following a successful first round, the Second Open Call for Applicants is now live, offering sub-grants of up to €210,000 to 61 selected regions and communities. These funds will support the design of:

  • A baseline assessment of climate risks and adaptive capacity
  • A climate resilience strategy
  • A climate resilience action plan, including a monitoring, evaluation, and learning framework
  • A climate resilience investment plan

In addition to financial support, participants will benefit from 18 months (Jan 2026 – June 2027) of tailored capacity-building services, including:

  • Access to the Regional Resilience Journey and Adaptation Investment Cycle frameworks
  • Interactive trainings and peer-exchange activities
  • Expert guidance on innovative finance mechanisms
  • Inclusion in a pan-European network of Mission Adaptation regions and practitioners

  • Award Status Notification: November 2025
  • Subgrant Agreements Signed: December 2025

Who can apply?

The call is open to local and regional public authorities located in EU Member States or Horizon Europe Associated Countries. Applicants can apply individually or as part of a consortium (with a designated lead). Entities governed by public law, private non-profit bodies, and SMEs may participate as consortium partners.

Key selection criteria include:

  • High vulnerability to climate change (risk/adaptive capacity)
  • Strategic alignment with the EU Mission Adaptation and P2R frameworks
  • Readiness, stakeholder engagement, and justice approach
  • Geographic, biogeographical and thematic diversity
